It brought together 33 contributors from 16 countries in Europe and around the Mediterranean, as well as participants in working groups and workshops, before being published in April 2022.&nbsp;<\/p><p dir=\"ltr\" style=\"\">Taking into account the challenges of mobility for artists and cultural professionals, it sets out a vision and clear recommendations to propose new ways of considering, supporting and implementing mobility today.<br><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #006699;\"><b>Transnational freedom of movement, a universal right<\/b><\/span><\/p>\n<p>The free movement of persons throughout their life is one of the human rights enshrined in the&nbsp;<span style=\"font-size: inherit; background-color: var(--gt-background-color);\">Universal Declaration of Human Rights of 1948 (article 13)1. It stipulates the right to leave one&#8217;s country&nbsp;<\/span><span style=\"font-size: inherit; background-color: var(--gt-background-color);\">and to return to it freely.<\/span><\/p>\n<p>Free movement is part of the right to develop one&#8217;s life project, both personal and professional, and to&nbsp;<span style=\"font-size: inherit; background-color: var(--gt-background-color);\">access and participate freely in cultural life, regardless of frontiers, as recalled by the Declaration of&nbsp;<\/span><span style=\"font-size: inherit; background-color: var(--gt-background-color);\">Cultural Rights adopted in Freiburg in 2007.<\/span><\/p>\n<p><span style=\"background-color: var(--gt-background-color); font-size: inherit;\">This right of movement concerns both the person traveling and their project, and the territory hosting&nbsp;<\/span><span style=\"font-size: inherit; background-color: var(--gt-background-color);\">them. It is part of a logic of exchange of material and\/or immaterial, cultural and\/or economic goods.&nbsp;<\/span><\/p>\n<p><b><span style=\"font-size: inherit; background-color: var(--gt-background-color);\">2022: Contexts, challenges, a new vision for the mobility of artists and culture professionals in the&nbsp;<\/span><span style=\"font-size: inherit; background-color: var(--gt-background-color);\">Mediterranean and worldwide<\/span><\/b><\/p>\n<p>Considering the major international political changes that have occurred since the beginning of the 21st&nbsp;<span style=\"font-size: inherit; background-color: var(--gt-background-color);\">century, the hardening of power relations, the increase in inequalities within countries and between&nbsp;<\/span><span style=\"font-size: inherit; background-color: var(--gt-background-color);\">countries, the increase in the number of displaced persons and exiles, a rising new sensitivity to the&nbsp;<\/span><span style=\"font-size: inherit; background-color: var(--gt-background-color);\">decolonization process and the questioning of societal models,&nbsp;<\/span><\/p>\n<p><span style=\"font-size: inherit; background-color: var(--gt-background-color);\">&nbsp;<b>we affirm<\/b> that exchanges and mutual understanding between individuals and societies are more&nbsp;<\/span><span style=\"font-size: inherit; background-color: var(--gt-background-color);\">essential than ever to promote the values of equity and reciprocity and to nurture a local and&nbsp;<\/span><span style=\"font-size: inherit; background-color: var(--gt-background-color);\">international civic conscience.<\/span><\/p>\n<p>Considering that the Covid19 pandemic experienced all over the world and causing widespread&nbsp;<span style=\"font-size: inherit; background-color: var(--gt-background-color);\">immobility, has raised the awareness of the impact of the impediment to movement in all aspects of&nbsp;<\/span><span style=\"font-size: inherit; background-color: var(--gt-background-color);\">personal and collective life,<\/span><\/p>\n<p><span style=\"background-color: var(--gt-background-color); font-size: inherit;\"><b>we reaffirm <\/b>the value and necessity of freedom of movement.<\/span><\/p>\n<p>Considering the acceleration of climate change phenomena, further highlighted by the latest IPCC&nbsp;<span style=\"font-size: inherit; background-color: var(--gt-background-color);\">report<\/span><span style=\"font-size: inherit; background-color: var(--gt-background-color);\">,<\/span><\/p>\n<p><span style=\"font-size: inherit; background-color: var(--gt-background-color);\"><b>we affirm<\/b> the need to think about free movement within a sustainable environmental approach&nbsp;<\/span><span style=\"font-size: inherit; background-color: var(--gt-background-color);\">and taking contexts into consideration.<\/span><\/p>\n<p>Considering the advent of digital technology on a global scale and its integration into remote and real-<span style=\"font-size: inherit; background-color: var(--gt-background-color);\">time communication practices, the inequalities of access to the Internet network according to&nbsp;<\/span><span style=\"background-color: var(--gt-background-color); font-size: inherit;\">territories, the effectiveness of digital tools for exchanges, but also their limits, dangers and impacts,&nbsp;<\/span><\/p>\n<p><span style=\"font-size: inherit; background-color: var(--gt-background-color);\"><b>we affirm<\/b> the need to support face-to-face exchanges and facilitate rapprochement through free&nbsp;<\/span><span style=\"font-size: inherit; background-color: var(--gt-background-color);\">movement, on the local, regional and international scene.<\/span><\/p>\n<p>Considering the geopolitical features of the Mediterranean region, between east and west, north and&nbsp;<span style=\"font-size: inherit; background-color: var(--gt-background-color);\">south, its long history of exchanges and the tradition of hospitality that characterize it, its shared&nbsp;<\/span><span style=\"font-size: inherit; background-color: var(--gt-background-color);\">cultural specificities and the diversity of languages that distinguish it; but also the perpetuation of&nbsp;<\/span><span style=\"font-size: inherit; background-color: var(--gt-background-color);\">conflicts in its midst and the economic inequalities that it suffers, the extreme gravity of the ecological&nbsp;<\/span><span style=\"font-size: inherit; background-color: var(--gt-background-color);\">problems and the devastating migratory dramas it endures, resulting in increasing obstacles to mobility<\/span><\/p>\n<p><span style=\"font-size: inherit; background-color: var(--gt-background-color);\">&nbsp;<\/span><span style=\"font-size: inherit; background-color: var(--gt-background-color);\"><b>we affirm<\/b> the importance of strengthening fair and sustainable circulation, exchanges and&nbsp;<\/span><span style=\"font-size: inherit; background-color: var(--gt-background-color);\">cooperation within the region.<\/span><\/p>\n<p>Considering the cultural and artistic sector as an essential component for the development of societies,&nbsp;<span style=\"font-size: inherit; background-color: var(--gt-background-color);\">the characteristics of the professions it involves, the need for artists and professionals to be mobile at&nbsp;<\/span><span style=\"font-size: inherit; background-color: var(--gt-background-color);\">different times in their professional careers for economic and creative reasons, spanning their initial&nbsp;<\/span><span style=\"font-size: inherit; background-color: var(--gt-background-color);\">training to the distribution of their works, the value of artistic collaborations and cultural exchanges,<\/span><\/p>\n<p><span style=\"font-size: inherit; background-color: var(--gt-background-color);\"><b>we affirm<\/b> the need to better recognize the contributions of this sector to the social, economic&nbsp;<\/span><span style=\"font-size: inherit; background-color: var(--gt-background-color);\">and cultural development of the territories, the needs of its actors, and the importance of&nbsp;<\/span><span style=\"font-size: inherit; background-color: var(--gt-background-color);\">facilitating and supporting their mobility in their individual and collective projects.<\/span><\/p>\n<p><span style=\"color: #006699;\"><b>This manifesto reaffirms the importance and the need for the free movement of people and works in&nbsp;<span style=\"font-size: inherit; background-color: var(--gt-background-color);\">the cultural and artistic sector in the Mediterranean region and worldwide.<\/span><\/b><\/span><\/p>\n<p><span style=\"color: #006699;\"><b>Proposals and recommendations<\/b><\/span><\/p>\n<p><span style=\"color: #000000;\">&#8211; <b>Raise the awareness of officials and policy makers at the local, regional, national, international level&nbsp;<\/b><\/span><span style=\"color: #000000; font-size: inherit; background-color: var(--gt-background-color);\">of the importance of the cultural and artistic sector for its contribution to development, of the structural&nbsp;<\/span><span style=\"color: #000000; font-size: inherit; background-color: var(--gt-background-color);\">needs of the sector and of the importance to include mobility in cultural policies as one of the factors&nbsp;<\/span><span style=\"color: #000000; font-size: inherit; background-color: var(--gt-background-color);\">favouring the development of culture professionals\u2019 career paths and their contributions to the&nbsp;<\/span><span style=\"color: #000000; font-size: inherit; background-color: var(--gt-background-color);\">territories, like other economic sectors.<\/span><\/p>\n<p><span style=\"color: #000000;\">&#8211; <b>Ensure that culture professionals, programmers, producers, trainers, artists support mobility&nbsp;<\/b><\/span><span style=\"color: #000000; font-size: inherit; background-color: var(--gt-background-color);\"><b>projects<\/b>, both individual and collective, within a vision integrating the interests and benefits of the&nbsp;<\/span><span style=\"color: #000000; font-size: inherit; background-color: var(--gt-background-color);\">concerned territories.<\/span><\/p>\n<p><span style=\"color: #000000;\">&#8211; <b>Create funding schemes adapted to the different forms of professional mobility in arts and culture<\/b>&nbsp;<\/span><span style=\"color: #000000; font-size: inherit; background-color: var(--gt-background-color);\">(tours, residencies, training, partnerships, etc.), considering the disparity of social and economic access&nbsp;<\/span><span style=\"color: #000000; font-size: inherit; background-color: var(--gt-background-color);\">to mobility, aiming for better geographical equity, and promoting pooling and cooperation initiatives.<\/span><\/p>\n<p><span style=\"color: #000000;\">&#8211;<b> Integrate, in a context sensitive way, the environmental dimension<\/b> in the implementation of new&nbsp;<\/span><span style=\"color: #000000; font-size: inherit; background-color: var(--gt-background-color);\">professional practices in the production of transnational cultural projects.<\/span><\/p>\n<p><span style=\"color: #000000;\">&#8211;<b> Consider culture as a component of sustainable development, integrating eco-responsible mobility&nbsp;<\/b><\/span><span style=\"color: #000000; font-size: inherit; background-color: var(--gt-background-color);\"><b>as a condition for artists to be able to develop their career<\/b> from the place of their choice, thus&nbsp;<\/span><span style=\"color: #000000; font-size: inherit; background-color: var(--gt-background-color);\">contributing to a better distribution of cultural activity and offer throughout the territory.<\/span><\/p>\n<p><span style=\"color: #000000;\">&#8211; <b>Facilitate continuous and sustained access to information on the means and mechanisms of artistic&nbsp;<\/b><\/span><span style=\"color: #000000; font-size: inherit; background-color: var(--gt-background-color);\"><b>and cultural mobility<\/b>, online and through resource persons in cultural and educational structures, in the&nbsp;<\/span><span style=\"color: #000000; font-size: inherit; background-color: var(--gt-background-color);\">different languages of the Mediterranean region.<\/span><\/p>\n<p><span style=\"color: #000000;\">&#8211; <b>Pay attention to the specificity of the working conditions of artists and culture professionals<\/b> traveling&nbsp;<\/span><span style=\"color: #000000; font-size: inherit; background-color: var(--gt-background-color);\">as part of their work (training, cultural exchanges, research, dissemination of works and touring,&nbsp;<\/span><span style=\"color: #000000; font-size: inherit; background-color: var(--gt-background-color);\">creative residency) for visa applications.<\/span><\/p>\n<p><span style=\"color: #000000;\">&#8211; <b>Consider evaluation as a mutual learning process<\/b> between beneficiaries, support structures and&nbsp;<\/span><span style=\"color: #000000; font-size: inherit; background-color: var(--gt-background-color);\">funders, contributing to increase the quality of mobility support.<\/span><\/p>\n<p><span style=\"color: #006699;\"><strong>This document is the result of the work initiated by the FRC in 2021 within the framework of two&nbsp;<span style=\"font-size: inherit; background-color: var(--gt-background-color);\">groups &#8220;mobility meetings&#8221; and &#8220;professional training&#8221;, and has benefited from the contribution of&nbsp;<\/span><span style=\"font-size: inherit; background-color: var(--gt-background-color);\">around thirty Mediterranean cultural operators.&nbsp;<\/span><span style=\"font-size: inherit; background-color: var(--gt-background-color);\">It was finalized during the Forum des mondes m\u00e9diterran\u00e9ens (Marseille, February 2022) and the&nbsp;<\/span><span style=\"font-size: inherit; background-color: var(--gt-background-color);\">seminar-workshop organised in the framework of the French Presidency of the Council of the&nbsp;<\/span><span style=\"font-size: inherit; background-color: var(--gt-background-color);\">European Union (Paris, March 2022) organised in partnership with the cultural mobility information&nbsp;<\/span><span style=\"font-size: inherit;
